The meeting held that, over the past year, under the strong leadership of the Municipal Party Committee and the Municipal People’s Government, the Guiyang Comprehensive Free Trade Zone has earnestly implemented the provincial and municipal requirements for opening up to the outside world, fully put into practice the “1233” development approach, adhered to Party building as the guiding principle, focused on the “five areas of openness,” pressed ahead with determination, and jointly overcome difficulties. As a result, the zone has achieved remarkable accomplishments—securing “one first place and multiple provincial and national firsts.” Specifically, its total foreign trade import and export volume ranked first among all districts (cities, counties, and development zones) in the province; the pilot program for railway transportation of power lithium batteries marked the first-ever launch in the Southwest region, involving two provinces and one municipality nationwide; Chery Wanda Bus achieved the first-ever export of “Made in Guizhou” new-energy buses to Laos, the first time such buses were shipped via non-containerized methods on international freight trains, and the first time an entire train was directly dispatched on the China-Laos railway service; relying on Wan Hui International, Guizhou enterprises secured their first-ever independent export of potatoes; the province hosted its inaugural Green Trade Supply-and-Demand Matchmaking Conference; Silk Road Auto obtained the province’s first Certificate of Origin for used-car exports; the province completed its first-ever cross-border RMB transaction involving international green certificates; and the province established its very first on-site teaching base for open-economy studies at the Provincial Party School. The zone also ranked prominently across the city in terms of key economic indicators, including growth rate of industrial value-added, industrial investment, and the number of industrial enterprises meeting regulatory standards.

The meeting pointed out that over the past year, the Guiyang Comprehensive Bonded Zone has adhered to an international perspective, fostered internal and external connectivity, and focused on building an open development framework. Deeply integrated into the Belt and Road Initiative and the construction of the New Western Land-Sea Corridor, we are focusing on the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Economic Belt, and the Chengdu-Chongqing economic circle. We have comprehensively deepened regional-county collaboration, achieving a higher starting point, a higher level, and higher goals in our opening-up efforts, and our “circle of friends” is steadily expanding.

Persist in crossing mountains and seas, connecting internally and facilitating external connectivity, and work together to expand open channels. Focusing on “channels + hubs + networks + convenience,” we have adhered to a three-dimensional layout, achieving more efficient, higher-quality, and more convenient open channels.

Persist in enhancing functionality and innovating delivery platforms, and strive to build a robust open platform. Continuously advance the development of “online + offline” platforms to further enhance and refine their role in supporting an open economy.

Persist in building nests to attract phoenixes and consolidate momentum to gather strength, and focus on strengthening the entities involved in opening up. We are wholeheartedly committed to attracting investment, making every possible effort to secure projects, and providing dedicated, heartfelt service—ensuring that business projects can be successfully attracted, smoothly established, and sustainably retained. We’ve welcomed over 20 overseas chambers of commerce, including those from Russia and the United Arab Emirates’ Guizhou Chamber of Commerce, bringing the total number of market entities to 2,753 and further strengthening the driving force behind our open and developmental progress.

Stick to focusing on core responsibilities, leveraging strengths and addressing weaknesses, and vigorously cultivate open business models. Driven primarily by international trade, the “bonded +” industrial cluster is taking shape, and a number of industry ecosystems with distinctive integrated bonded zone features are beginning to take form.

The meeting emphasized that, over the past year, the Guiyang Comprehensive Bonded Zone has adhered to Party building leadership and deepened reform, making every effort to strengthen its foundations and enhance efficiency. Solidly carry out Party discipline study and education. Under the overarching framework of the “Five Ones” initiative, we have established 7 new grassroots Party organizations, set up 89 contact points for non-public-sector Party building, and completed construction of 1 Party-mass service center. We are advancing with high quality the 24 reform measures across five key areas, including the “Strengthening Three External Aspects” initiative. We continue to tackle persistent problems in work styles characterized by incompetence, laziness, laxity, weakness, superficiality, and buck-passing. We strictly implement the responsibility system for ideological work, launch a three-year campaign to address the root causes of production safety issues, firmly uphold ecological and environmental protection redlines, and coordinate efforts to mitigate risks in key areas such as local debt and the “two arrears.” We focus on providing enterprises with “noble-person-style services” throughout the entire lifecycle of their projects—covering policies, funding, and talent resources.

The meeting pointed out that, 2025 marks the concluding year of the 14th Five-Year Plan, the year for planning the 15th Five-Year Plan, and also the decisive year for the “Strong Provincial Capital” initiative. Therefore, doing a good job this year is of great significance. All sectors across the region must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle, fully implement the spirit of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th Central Committee, deeply carry forward the important speech delivered by General Secretary Xi Jinping during his inspection of Guizhou Province, and earnestly put into practice the spirits of the Central Economic Work Conference, the Sixth Plenary Session of the 13th Provincial Party Committee combined with the Provincial Party Committee’s Economic Work Conference, and the Municipal Party Committee’s Economic Work Conference. We must adhere to the general tone of seeking progress while maintaining stability, fully, accurately, and comprehensively implement the new development philosophy, actively integrate into the new development pattern, and use high-quality development as the overarching principle. Focusing on boosting industrial development, advancing key projects, and strengthening investment promotion will further unleash vitality and drive breakthroughs in development. We should deepen the “Five Openings” in a comprehensive manner, promote the transformation and upgrading of the Comprehensive Bonded Zone through the “Five Excellence” reform of industrial parks, ensure the smooth completion of the goals and tasks set forth in the 14th Five-Year Plan, lay a solid foundation for a successful start to the 15th Five-Year Plan, and serve as the “bridgehead” and “vanguard” for high-level opening-up and high-quality development at both the provincial and municipal levels.

The meeting emphasized that, In 2025, we must focus on seven key areas of work and strive to achieve “seven new breakthroughs.”

The industrial system must achieve new breakthroughs. Strive to excel in the “endurance race” of industry, the “speed race” of emerging and future industries, and the “relay race” of the digital economy; accelerate the optimization and transformation of industrial structures, and build new pillars for open development.

Trade development must achieve new breakthroughs. Strive to broaden our perspective, strengthen connectivity, nurture market players, build robust platforms, and innovate business models. Uphold the development of international trade, focusing on opening up new frameworks, enhancing connectivity, building platforms, cultivating key players, and innovating business models to effectively unblock critical bottlenecks. Promote coordinated development of domestic and foreign trade, and deeply integrate into both domestic and international markets.

Expanding investment requires new breakthroughs. Make solid efforts to develop practical strategies in "planning," deliver tangible results in "securing funding," achieve real effectiveness in "financing," and come up with concrete measures for "implementation." Firmly uphold the philosophy that projects are paramount and must take center stage; proactively plan ahead and actively seek opportunities. Closely monitor policy trends and strive to secure financial support from higher authorities. Guide government-backed guarantee institutions to step up their financing support for enterprises within the region.

Investment promotion must achieve new breakthroughs. Regard vigorously pursuing major industries, major projects, and major investment promotion as this year’s “top priority” in economic work, and make every effort to achieve new breakthroughs in large-scale industrial investment promotion. Guided by higher-level policy orientations and in light of the realities of industrial development, we will explore and establish a policy system featuring “one industry, one strategy” and “industry-specific support measures.”

The park’s development must achieve new breakthroughs. We will remain focused on coordinating supporting resources, strive to accelerate the refinement of planning, and speed up the construction of standardized housing as well as supporting facilities for production and daily life, ensuring that enterprise projects can be attracted, smoothly implemented, and rapidly built.

Service performance must achieve new breakthroughs. Adhere to a multi-pronged approach, combining both soft and hard measures, and deliver a “combination punch” to optimize the business environment. Strive to create a high-quality, well-suited financial environment, a convenient and efficient government service environment, and a fair and just rule-of-law environment.

The institutional mechanisms must achieve new breakthroughs. Firmly establish systems thinking, comprehensively advance institutional improvements, further unleash momentum and enhance efficiency, and strive to strengthen the development of cadres and talent, accelerate state-owned enterprise reform, reinforce list-based management, and bolster collaborative synergy.

The meeting requested that, We must comprehensively strengthen Party leadership. All regions and all levels should take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guiding principle and fully implement the general requirements for Party building in the new era. We must enhance our sense of responsibility, firmly establish and practice the correct view of political achievements, adhere to goal-oriented, problem-oriented, and results-oriented approaches, and coordinate the advancement of key projects and priority tasks to ensure that our goals are met. We must strengthen our capabilities and competencies by persistently using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unify our hearts and forge our souls, continuously deepening the “Five Ones” initiative, enhancing our capacity to carry out Party building and our professional skills, and promoting the simultaneous improvement of Party building and business operations. We must reinforce our work style and discipline by consistently applying the spirit of reform and stringent standards in Party governance, strengthening supervision and accountability, advancing the rectification of inspection findings, continuously deepening efforts in building a clean and honest Party and combating corruption, and consolidating a sound political environment. We must always uphold the principle of using high-quality Party building to drive high-quality development, ensuring that all undertakings remain on the right track.

The conference calls for, All sectors across the region must unite even more closely around the Party Central Committee with Comrade Xi Jinping at its core, and under the strong leadership of the Provincial Party Committee, the Provincial Government, the Municipal Party Committee, and the Municipal Government, we must remain grateful, forge ahead with determination, and work diligently and pragmatically to vigorously achieve our goals for open development. Let us strive to deliver outstanding results that live up to both history and the times, and make new and greater contributions to promoting high-quality development of the province’s and the city’s open economy!
